Marginal Life in Redevelopment Area
This media piece tackles the current issue of Seoul's welfare policy. But to my interest, it shows some important features on the relationship between planned renewal, social support system and the elderly. The public renewal policy targets the substandard deteriotated areas and, once designated, the City put the construction moratorium first and the utility companies stop the service such as gas supply. This leads to further decay, i. e. planned decay. Through this process, the area becomes a home to marginal lives such as lone elderly in poor health and people in extreme poverty. There is a public life support system at the community level. This piece shows some voluntary individuals also step in.
