Planned decay

Vacant lots and abandoned buildings have been the hallmark of urban decline in Western cities. While market process generates those vacant properties in Western cities, Korean counterparts are burgeoning by public renewal policy, thus planned decay of urban neighborhood. They are now believed to have strong association with increasing crime at inner neighborhoods.
